Since the modern outer planets Uranus, Neptune, and Pluto don't rule any zodiac signs in traditional astrology, they're not responsible for any of the topics in the natal chart, so they're not going to tell us a meaningful story (at least not one we can't also detect using the traditional planets).

However, if one ore more planets are configured to any of the angles - especially the ASC and the MC - within 1° or maximum 2°, I'd say that transits to that placement may be extra powerful, and may indicate a blending of the outer planet's natural significations with those of the transiting planet.

Usually I don't pay much attention to transits to natal outer planets, unless they are very closely configured to a natal traditional planet, one of the lunar nodes or one of the angular degrees, especially by conjunction within 1°-2°.
